movements of the 1960s and 1970s, the United States Congress
and many state legislatures enacted a broad framework of environmental
legislation designed to halt the systematic poisoning of our
air, water and soil by industrial polluters, and even to reverse
the harms already suffered by our citizens and our environment.
Programs such as the Superfund (CERCLA), the Clear Water Act,
Clean Air Act and the Resource Conservation and Recovery Act
have made remarkable headway over the past 30 years in undoing
some of the damage that had been inflicted upon our planet by
industrial pollution.
In recent years, our country had witnessed a marked decline
in the enforcement of these environmental laws and regulations.

watered down or taken off the books altogether.
